Update! The HP9000/712‘s Power Supply Unit had an error in the IC STR80154A that is responsible for doubling 115V to 230V. It was latched up in doubling mode, causing a short circuit.
👀 Now the machine is in "Graphics Error" mode (flashing power LED). Screen says out of range (not sure if true or it just doesn't like 75Hz). Does anyone know in which actual situations the LED flashing happens and when not?
