Why is Grants Pass such a big deal for the prison industrial complex?
Simple... the homeless population is roughly the size as the current prison population.
The second you make the homeless arrestable JUST for being homeless you double the demand for prisons OVER NIGHT.

When activist attempted to get Seattle city council to at least slow down sweeps and provide sufficent shelter they got arrested.
A few months later, Seattle's city attorney Ann Davison would write to the SCOTUS in support of Grants Pass. Signalling once and for all this council's hatred of the homeless.
