I was told at #globsec2025 to watch out for my passport. I am guessing I could fall foul of #1 here since I keep telling people it makes sense for the EU to regulate the digital ecosystem of its citizens.

At #globsec2025 in a closed room I heard Ukraine has learnt that the only way you have a territory is if your boots are there. I guess that’s one of those things for some reason every generation has to work through.

Ha ha yes this is what it all felt like. TIL half the pictures took of me at #globsec2025 someone was looking at what I was writing whether in notebooks or on my computer (I was taking notes and/or tooting pretty much the whole time... notebooks when I was on panels so co-panellists looking over my shoulder!

Oh wow, @hertieschool.bsky.social Dr. Stormy-Annika Mildner (Executive Director, Aspen Institute Germany) is giving the keynote! Interestingly, far more people are optimistic about cybersecurity (a minority anyway) than about G7 cooperation on the topic. #globsec2025 made me more optimistic, oddly.

One thing that came up at #globsec2025 – contra Vance, the EU's #DSA apparently has NOTHING about limiting content in it. It's about targeted advertising, profiling, and recommenders. In other words, #privacy. But here's a US ally if you're looking for one that actually suppresses free speech.

I’d planned to do this before I got invited to #globsec2025. Where I critiqued US events enough a retired US general warned me semi-publicly to watch out for my US passport. Whatever happens with that passport, I’ll always be American. I sincerely believe defending EU democracy defends the US too.

When the "agentic" Q got asked I said to the col. THIS is the security threat, people describing AI itself as a problem.
Sure, AI changes the landscape, but only providers, deployers & users can be held to account, not their tech, we must focus legal agency on them.

Thankfully there's a woman on this panel (though the whole thing is good) and she just took a GREAT turn. Ukraine is not a proxy war or it would have ended on the inauguration. Suddenly we (the EU) went from a colony to an evil empire. What if Ukraine really IS key to European security? And by the way, Russia got YOUR company (@ Hungarian dude) on the cheap. This was all Nathalie Tocci.

The EU doesn't want to but also can't afford to do what Trump is demanding. The question is why they aren't being more direct about it, they can't afford that either because of NATO costs.

Same USMC guy talking again about "hyper cloud" that will take all the data "probably private sector cloud that will be seconded" where AI will figure out everything and it's all as fast as possible. "East Asia knows we're going to be fighting out of the cloud".
I challenged him about this on the previous panel and he doubled down on "China is not slowed by regulation like we are." I find this highly unlikely, the CCP wants control as much as anyone does. #globsec2025

USMC is saying China and Russia move faster and our forces are that much slower because we use safe AI. The standard US line is that superior #AIEthics is an expensive edge the US has on the battlefield that makes the US more effective. Military requires clear accountability, command and control. #globsec2025

A co-attendee really hammered home that drone war changes everything; you don't need a state, this lowers the threshold for civil war, mafia war, everything.
The other thing I really took away from this is that whoever educates and organises and facilitates the most hackers (in the creative, constructive sense of the word) innovators wins.

LOL Kurz says it's all a big mess. Western Balkans should, Turkey will never, we need an honest approach; there are other attractive ways to partner with the EU, we should be honest, and if there's no real process or light at the end of the tunnel then we can't be surprised that China or Turkey, who are investing more, gain influence.

People are 23 have been "on their way to be a member of the EU" for their entire lives, how can they be excited? RIGHT NOW, 3 years after the attack of Russia, there is a bit more momentum building up. All candidate countries want a level playing field and a merit based approach. Nice work putting Kurz on a panel full of people with lines on this, he'll go last. #globsec2025

I asked the panel about full exclusion of anyone that accepts a million casualties. One says "the sad fact is presidents are visiting Putin", one demurred, two said "no one can talk about that and not talk about Gaza". For the record, I fully agree. The local host said Gaza is horrible, but as an ex Soviet satellite the Russian case seems special to him. They're talking about whether Europe ever listens. I listen and I notice which countries' reps don't talk about the EU. Hypothesis I: they don't like the fact as a collective it exceeds their economic and even military power. By being antirealist about the collaboration they hope to make it dissipate.

ha ha Chile guy – yeah, we have less trouble with Europe, but we have no problem with values, we share those. Europe is slow, and you have to know how to work with it. You have to live there, I lived there for years as a diplomat in Brussels. They're kind of protectionist. But we had no real problem. But unfortunately Europe is losing ground to its rivals in South America.

Asean: Europe is excessively value judging. Too patronising. Using economic aid for conditionality. Chinese, indian, indonesian, trade comes with no political interference. European INCLUDING RUSSIAN there's always political interference too, that's what the West is like.
EC: but we're long term, transparent, and sustainable, because we use democracy and climate responsibility, we build resilience. [I used to love this line, but IDK if democracy generates stable policy right now.]

A big tech person: every big tech provider came together in Ukraine and they made it work, and did it together. Ukraine is a great example of the unity we do still have.
Col. sitting next to me had a great Q about spending resources on outdated weapons instead of present weapons including information war and innocculation.
Back to same tech guy: yeah agentic AI is a problem we don't even understand it. I break protocol with outburst: "yet you RELEASE it, without testing!"

I'm in a closed door side session on cyber. I asked a US provider what they would do if Trump told them to shut an EEA country off, someone told me Microsoft literally did immediately shut off the ICC. This is exactly what I've been talking about all year, but somehow I didn't hear. Sadly, Microsoft isn't here to be grilled, but there was some grilling of the two companies here, and the suggestion to disaggregate not just hardware but corporate, or move entirely to the EU.
