  6. 05-01-2026 - Tacoma WA - GEO Group “CERT” employees hiding in NWDC parking lot.

Background: The Northwest Detention Center, also known as the Northwest ICE Processing Center (NWDC/NWIPC), is for-profit owned and operated by GEO Group, located in Tacoma, Washington.

“CERT Teams are SWAT-Like units meant to surveil and repress detained people at NWDC”. “Every time I see that uniform with CERT, I have a panic attack, think something is going to happen to me. I got assaulted once CERT staff. When I see them, I stay away from them” - NWDC detainee, 04/28/2025, La Resistencia

On September 1st 2025, we attended a protest at the NWDC in Tacoma WA, and took a photo of a GEO Group employee in a black uniform wearing a black tactical vest with a unique patch. We researched the patch at the time, but didn’t find anything conclusive. *If you have a better photo, specific insight, or design-identifying information on this patch, let us know.*

“I have been a subject of sheer retaliation by GEO (officer Berame) and his CERT gang due to my grievances. They have been retaliating with bogus write up, biased hearings, and solitary confinement with the blessing of higher management and ICE. Subsequently, i submitted a couple of grievances against Berame he told me, I’m ‘just an immigrant. Nobody is going to believe (me).’ He is right about that because no one does anything about these dehumanizing and abusive behaviors. They can do anything with impunity, including sexual harassments.” – 02/20/2024, La Resistencia

During a May 1st 2026 protest at the NWDC, we noticed (2) GEO Group employees hiding behind a tinted, black 4x4 Ford F150 truck. Both kept peering over the back of the truck bed off/on. One of them was wearing a black “CERT” hat. Once they decided to stop hiding and go inside, both appeared to be wearing “CERT” hats along with (the now-identified) “CERT” patches on their uniforms.

According to a 2023 PDF on geogroup.com, “C.E.R.T.” is cited as an acronym for “Correctional Emergency Response Team”. However, according to a later 2024 PDF on geogroup.com, “C.E.R.T.” is listed as “Community Emergency Response Team”. This slip-up in the 2024 document is not entirely an accident.

Both 2023 and 2024 documents detail separate instances of CERT directing up to (50) middle school students (in Folkston GA, from a Junior Sheriff’s Academy) in use-of-force demonstrations. In 2023 and 2024 photos, middle school students are pictured “in full riot gear” handcuffing people.

“GEO Prison sent their CERT Team to demonstrate the importance of their rapid response to unruly prisoners!” - facebook.com/photo.php?fbid=10

NPR’s 2025 article on GEO Group and ICE in Folkston GA is worth the read: npr.org/2025/10/13/nx-s1-55384

“How awful for carceral facilities to co-opt the term CERT! The COMMUNITY Emergency Response Team program (in contrast to the correctional Emergency Response Team program), has a history of outstanding support during times of distress and duress during natural disaster, mobilizing citizens and residents to aid in emergency communications and service to anyone regardless of status.” – social media response.

This comment highlights the “CERT” acronym being widely understood and utilized for purposes quite different than instilling fear within a privately operated detention center. A quick Google search for “Community Emergency Response Team” returns a variety of local and federal services across the U.S.

    google.com/search?&q=Community

When the (2) GEO Group employees exited from hiding behind the truck, they weren’t just wearing “CERT” gear, they were also wearing name tags. One of the name tags was “Berame”. It would seem certain there’s only one Tacoma GEO Group employee with that name. See quotes from “La Resistencia”

Berame is mentioned 15x in graphic detail within a recent 02/12/2026 article on prospect.org:

“The three plaintiffs, all Black men in Tacoma, Washington’s Northwest ICE Processing Center, say that the assaults reflect a “recurring pattern by a group of guards,” especially defendants Justin Berame and Kobe Suafoa.”

    prospect.org/2026/02/12/ice-im

So, that’s why GEO Group “CERT” employees were hiding in the parking lot.

“The guard was also involved in the alleged assaults on the two other plaintiffs, and he carried a mug adorned with a sticker of the Proud Boys, the right-wing extremist group, according to the suit. The filing, noting each plaintiff is Black, alleges that GEO Group “determined it appropriate to allow openly racist employees substantial power over non-white incarcerated persons.”

Assaults and sexual assaults are not new topics at the NWDC. Last year, the University of Washington Center for Human Rights released a detailed report on assaults at the NWDC, largely pinning inaction on the Tacoma Police Department, ICE, and GEO Group. In 2024, TPD erroneously reported the privately run for-profit detention center was “Not TPD jurisdiction” and to “let staff know they can handle the complaint in house”

ICM, which was created by #Palantir, 'integrates a vast ecosystem of public and private data to track down immigrants and, in many cases, deport them.' Last April, the Trump administration awarded Palantir a new $30 million contract to create '#ImmigrationOS,' which is 'a new tool to provide [ICE] with enhanced capabilities to support deportation efforts.' ImmigrationOS is likely hosted on AWS, which has a strategic partnership with Palantir."

  25. #ICE Hires Immigrant #BountyHunters From #PrivatePrison Company #GEOGroup

#BIIncorporated, a subsidiary of for-profit prison company GEO Group, will help ICE pinpoint the locations of #immigrants.

by Sam Biddle, December 19 2025

Excerpt: "The deal illustrates a strategy of vertical integration within GEO Group, which has found a growing line of business operating for-profit immigration detention centers under the second #Trump administration. In this case, the corporation stands to be paid by the federal government to both find immigrants and then to imprison them.

"Shares of GEO Group, which donated to both Trump’s reelection campaign and his inaugural fund, spiked following his 2024 victory. Trump’s return to office has proven fortuitous for GEO Group: The president’s '#BigBeautifulBill' earmarked $45 billion for jailing immigrants. 'This is a unique moment in our company’s history,' GEO Group CEO J. David Donahue told investors in May, 'and we believe we are well-positioned to meet this unprecedented opportunity.'

"GEO Group has faced decades of criticism over alleged mismanagement of its facilities and claims of rampant abuse of inmates. In August, The Intercept reported the suicide of a Chinese immigrant held at a GEO Group-operated prison in Pennsylvania. The American Civil Liberties Union filed a federal complaint over the facility in July, criticizing 'horrific conditions' at the prison, including repeated instances of medical neglect.

"In 2023, GEO Group was hit by a class-action lawsuit alleging the 'months-long poisoning' from a chemical disinfectant of more than 1,300 inmates at a California immigration detention center. In May, Tufts University student #RümeysaÖztürk, jailed for her criticism of the Israeli #genocide in #Gaza, alleged her GEO Group-managed jail delayed treatment while she experienced an asthma attack."

  40. Has #ICE renewed #TacomaWA #DetentionCenter contract? It won’t say

    By Alexandra Yoon-Hendricks, Sep. 25, 2025

Excerpt: "The 10-year contract for the private company operating the #NorthwestICEProcessingCenter in Tacoma is set to end this month, but secrecy shrouds whether it’s been extended.

"#Immigration advocates and legal experts have heavily criticized the lack of transparency over the expected renewal of the contract between Immigration and Customs Enforcement and #GEOGroup, which owns and manages the 1,575-bed, jail-like facility.

"Neither GEO Group nor ICE officials have released information about a new contract for running the detention center. The current contract, inked in 2015 as a one-year contract with an option to renew each year for nine years, is set to expire Sept. 27. The contract awarded GEO Group a minimum of $700 million over 10 years.

" 'It not only puts a veil over people’s eyes, but also prevents people inside the detention center from knowing what the future of this detention center is going to be,' said Josefina Mora-Cheung, director of organizing at #LaResistencia a local #activist group advocating for the end of #MassDeportations and the closure of detention centers.

"GEO Group and ICE officials did not answer emailed questions about whether a new contract was signed or whether the existing contract has been extended. Officials did not respond to reporters’ requests to provide copies of the new contract, should it exist.

" 'We cannot confirm pre-decisional contract selections, but we can confirm that ICE is exploring all options to meet its current requirements,' said ICE spokesperson Chrissy Cuttita in an email Tuesday."

  42. #PrivatePrison Companies Set to Make Billions Reopening #Jails for #ICE

“There’s a private interest behind the #detention and the incarceration of our community,” said an #activist #protesting the facilities.

by Sophie Hurwitz, March 6, 2025

Excerpt: "Late Wednesday afternoon, private prison company CoreCivic announced it would be reopening a notorious family detention center in South Texas, under an amended contract with US Immigration and Customs Enforcement (ICE). The facility, first built in 2014, will house up to 2,400 people, including children. It had been shut down last year to save costs, after years of reports suggesting poor treatment, including a report of one toddler who died due to a lack of medical care.

"The reopening is part of a trend. CoreCivic isn’t the only company bringing back facilities. We are at the beginning of what looks like a private prison boom, as the groups profit off President Donald Trump’s plans for mass deportation. They are set to make billions. As the Washington Post reported, the GEO Group and CoreCivic stand to benefit in particular from #Trump’s immigration plans—the companies hold at least 16 vacant facilities that can be reopened within months for mass detention and deportation.

"The GEO Group announced in late February that it would be reopening #DelaneyHall in #NewarkNJ, as a “massive” immigration detention center with 1,000 beds. In California, ICE is considering repurposing and reopening the women’s prison #FCIDublin, closed last year due to mass #SexualAbuse, for #ImmigrantDetention. In Baldwin, Michigan, ICE and the GEO Group have expressed interest in reopening #NorthLake Correctional Facility, a former private prison shuttered in 2022. (A Biden administration order directed the Department of Justice to allow contracts with private prison groups to expire.) In #LeavenworthKS, CoreCivic looks likely to partner with ICE to reopen yet another shuttered private prison, documents obtained by the #ACLU revealed.

"As of February 27, ICE held 43,759 detainees, according to the Transactional Records Access Clearinghouse, a nonpartisan data-gathering organization. Trump is putting pressure on ICE to increase the number of arrests per day. His administration has already fired one ICE director, ostensibly for not deporting enough people.

"In the communities surrounding these new jails for migrants, activists and politicians are fighting back. In Newark, where the GEO Group stands to make $1.2 billion by reopening Delaney Hall, the immigrant rights organization Make the Road is planning a rally against the jail March 11."
