Meaning, he wants to make sure the person who makes the claim has to say it's the democrats that rigged the votes—not his own party.
This is just him putting out another hit on democracy except he doesn't plan to make any justice happen. He just wants to manipulate the narrative again to say the election was rigged and yet again ignore the law.
