Myślałeś, że Chat Control umarło? Wróciło. Teraz UE chce Twojego dowodu, żebyś mógł wysłać wiadomość
W sierpniu, kiedy opisywaliśmy na łamach iMagazine kontrowersyjne plany UE, wydawało się, że masowy sprzeciw internautów zatrzymał walec inwigilacji. Nic bardziej mylnego.
Temat wrócił pod koniec roku, ale w nowym przebraniu. Zamiast o „skanowaniu”, politycy mówią teraz o „Upload Moderation” i – co gorsza – o obowiązkowej weryfikacji wieku. To koniec anonimowości w sieci, jaką znamy.
Strona kampanii FightChatControl.eu ponownie bije na alarm, a eksperci od prywatności (m.in. z EDRi) ostrzegają: to, co Rada UE położyła na stole pod koniec listopada 2025 r., jest w pewnym sensie gorsze od pierwotnych planów. Dlaczego? Bo uderza w każdego użytkownika smartfona, zmuszając nas do wylegitymowania się, by w ogóle móc korzystać z cyfrowych usług.
Koniec anonimowych kont
Nowy mandat negocjacyjny Rady UE przesuwa ciężar „ochrony dzieci” na weryfikację tożsamości. W praktyce oznacza to, że aby założyć konto na komunikatorze (WhatsApp, Messenger, Signal) lub w mediach społecznościowych, usługodawca będzie musiał mieć pewność, ile masz lat.
Jak to zweryfikować? Kliknięcie „mam 18 lat” już nie wystarczy. W grę wchodzą:
- Skan dowodu osobistego.
- Skan twarzy (biometria).
- Rządowy cyfrowy portfel tożsamości (European Digital Identity Wallet).
Krytycy, w tym Patrick Breyer (były europoseł i twarz walki z Chat Control), nazywają to rozwiązanie „cyfrowym aresztem domowym”. Jeśli przepisy wejdą w życie, każda Twoja aktywność w sieci – od wysłania mema po prywatną rozmowę – będzie trwale powiązana z Twoją fizyczną tożsamością.
Skanowanie tylnymi drzwiami
Co z szyfrowaniem (E2EE), o które walczyliśmy latem? Nowa propozycja wprowadza pojęcie „Upload Moderation”. Oznacza to, że treści (zdjęcia, filmy, linki) mogą być skanowane przez system operacyjny lub aplikację zanim zostaną zaszyfrowane i wysłane. Jeśli system wykryje coś podejrzanego, wiadomość nie zostanie wysłana, a sprawa może zostać zgłoszona odpowiednim służbom.
Choć oficjalnie jest to przedstawiane jako mechanizm „dobrowolny” lub ograniczony do podejrzanych zachowań, aktywiści z Fight Chat Control ostrzegają: jeśli nie zgodzisz się na skanowanie, nie będziesz mógł wysyłać multimediów. Zatem chcąc w pełni korzystać z cyfrowych usług, nie masz tak naprawdę wyboru.
Dlaczego to ważne teraz?
Wiele osób odetchnęło z ulgą po wakacyjnych protestach, uznając sprawę za zamkniętą. Tymczasem machina legislacyjna ruszyła ponownie, wykorzystując moment mniejszego zainteresowania opinii publicznej. Temat weryfikacji wieku jest znacznie trudniejszy do zwalczenia w debacie publicznej, bo kto nie chciałby chronić dzieci przed nieodpowiednimi treściami?
Problem w tym, że pod płaszczykiem ochrony najmłodszych, budowana jest infrastruktura, która pozbawia anonimowości wszystkich dorosłych obywateli Unii.

@Tutanota Why do I get the feeling that lately, in so many countries, new regulations are popping up with only one purpose - to erode privacy 🔓? It feels like a bad joke. I can't keep up anymore.
I wish I could fight them all at once, put pressure everywhere 🌍, no matter where I live. But I don't have the time. I'm already drowning in an endless to-do list.
Why couldn't the government set a different deadline? Why are they so determined to push this through? My mind can't wrap around it :blobcatweary: I just hope they come to their senses and never implement it 🙏

En résumé : le scan de échanges serait seulement « volontaire » pour les services concernés, mais l'article 4 du projet révisé ouvre la porte à une obligation pour les fournisseurs de services de prendre « toutes les mesures appropriées pour réduire les risques ». Cette formulation imprécise peut être interprétée comme une possible obligation de scanner les messages privés, y compris pour les services chiffrés de bout en bout.
Ce n’est pas vraiment dit dans le texte, mais l’imprécision du texte alarme. On va voir ce que ça va devenir.

Chat Control — Le projet révisé, sous l’impulsion de la présidence danoise, semble avoir été adopté sans nouveau changement par la commission en charge. C’est l’étape qui précède le vote par le Conseil de l’UE.
Après Patrick Breyer, les lanceurs d’alerte du Chat Control, sont maintenant nombreux à s’alarmer.

@chatcontrol 😱 No! This isn't really happening! Where did this sudden change come from?! Why do I feel like with each day the pressure increases, it only seems to get better, when in reality, it's getting worse?!
There was a moment when I was certain that when Denmark withdrew the idea, that was the end of these stupid ideas for this term. It never occurred to me that it was really just a cover to try to push it through in some less obvious way. I didn't think they'd stoop to such tactics.
But I'll say what I always say in such cases: We have to fight! We have to protest! ✊ We can't let this get through! Because if it does, there will be no point in protecting privacy. It scans everything. All of you.
It will destroy all the great communication solutions that I value not only for privacy but also for functionality 💔 It will destroy all of us.

qui détaille notamment les positions de chaque État. L’initiative vient d’un développeur danois prénommé Joachim et il y a aussi un compte masto @chatcontrol.

« Chat control », c’est le nom usuel du projet européen, qu’on peut qualifier de « surveillance généralisée », avec comme objectif la lutte contre la pédocriminalité.
Techniquement, version simple : un mouchard obligatoire dans chaque smartphone. Tu veux envoyer une image à un correspondant par Signal ? avant son envoi (et donc son chiffrement) elle est analysée (algo, IA) et si elle est louche, elle est envoyée à Big Brother.
Le projet est vieux de plusieurs années, avec une accélération l’été dernier. Un vote était prévu le 14 octobre, il a été reporté, et ça devrait revenir en décembre.

De Duitse overheid heeft na protesten besloten tegen chatcontrole te gaan stemmen. Dit protest werd geleid door Piraat @echo_pbreyer van @piratenpartei
Hierdoor blijft een meerderheid in de EU voorlopig uit zicht, maar ze zullen het ongetwijfeld weer gaan proberen.

@Natanox @alex Thanks for expanding the topic - it's important that we're talking about these risks. I just want to clarify one thing: I didn't forgot about OS-level scanning or supply chain attacks. I simply didn't include them because that wasn't the point of my toot 🎯
🧐 The question was: What will you do if the EU actually introduces ChatControl? Not: What will you do if the EU becomes an authoritarian regime with full digital surveillance? That's a big difference, and I deliberately focused on what is a real threat right now :demon:
I'm not denying that OS-level scanning or supply chain manipulation are possible. On the contrary - I think they're real risks that we should keep an eye on :eyes_squint: But in my opinion, those are much harder to implement, especially in the context of the EU.
The European Union 🇪🇺 is not a country, but an economic and political organization with limited powers. Even China 🇨🇳 - despite all its control - doesn't have full surveillance at the hardware and software level. And if the EU ever tried to reach that level, it would take many years ⏳
That's why I believe the most important thing right now is to stop ChatControl in its current form - the obligation to scan messages on social platforms 📱 This is a concrete proposal that could be passed soon. And that's what needs our attention.
If we focus now on worst-case scenarios that, at this moment, aren't realistic in the EU, we might miss the chance to stop something simpler - but just as dangerous - from being implemented without resistance 🚫:rebel: And that could be the first step toward something worse.
Again - I'm not dismissing your concerns. These are important topics that deserve discussion - maybe even in a separate thread :mastodon: But in the context of my toot, I wanted to focus on what I would do and what we could do together if this really gets passed 🤝

@Natanox I won't sit and watch if ChatControl becomes real 🔐 I'm not okay with this kind of surveillance, and I'll do whatever I can to help people get access to real encrypted communication - no backdoors, no compromises.
For me personally, I don't think it would change much :ablobcatwink: I download apps directly from developers, skipping app stores whenever I can, so it's not that easy to block me. And even if they try, we still have Tor, VPNs and other ways to bypass censorship 🛡️ Plus, the tools I use have already said they won't cooperate with the EU - they'd rather leave the market than break their principles. That means we won't end up in a situation where messages get scanned on one side.
:blobcatsadpats: Of course, it won't be that easy for people I talk to. Some won't want to deal with the hassle, others will think installing @signalapp, etc. in a semi-legal way is too risky, and iPhone users will have a hard time working around the system :apple_inc: But that doesn't mean it's impossible. It just means we need to help - explain things, support each other, find workarounds 🤝
If this law really happens, I'm not backing down 💪 I'll support any initiative that fights it. And I'll try to organize with people who share my values, because I know we're stronger together. This isn't just about me - it's about everyone who doesn't want to live in a world where every message is suspicious and privacy is a luxury :pink_money:

And while my words might sound like nothing has changed - that this is just a formality - it's actually the opposite. This is a sign. A chance. Proof that pressure works 💥 That countries now prefer to show support in the quietest way possible 😶

Imagine a system powerful enough to scan every message, every image, every whisper - on every device, for every person 📱💻 It doesn't need physical access or a noisy presence. It runs silently in the background, all the time :ghosty:
It was created to protect 🛡️ But its effectiveness is uncertain, and privacy is seriously compromised 🔓 Instead of focusing on real threats, it treats everyone the same - as if risk came from simply being online 🌐

Officially, this proposal is called CSAR (Child Sexual Abuse Regulation) 📜, but most of us know it as ChatControl :mail_smirk: And that's no accident - the latter name more accurately reflects what this system really is and the consequences it brings :eyes_happy:
If passed, it will mark the end of private digital communication in the EU 🚫:signal: And if it happens here, it can happen anywhere 🌍 Because what is accepted in one democracy can quickly become the norm in others. Europe often sets the standards others follow 🇪🇺 And the world is watching 👁️
This proposal changes the rules ⚖️ It weakens encryption 🔐, the very foundation of secure communication. When encryption is weakened, every message becomes vulnerable to interception :hacked:, and privacy is no longer guaranteed. When privacy disappears, democracy crumbles with it 🏛️⚠️ The consequences do not end there - surveillance will become part of daily life :signal: :eyes_happy:, and control over our digital world will only grow stronger.

This proposal breaks fundamental rights 🚨:
