La OCDE publica el informe ‘Perspectivas del Gobierno Digital 2026’
El primer informe de este tipo reúne los resultados del Índice de Gobierno Digital (DGI) y del Índice de Datos Abiertos, Útiles y Reutilizables (OURdata), que recogen los datos de 36 países de la OCDE y 8 países candidatos.

Open by default moves governments away from closed, top-down decision-making towards transparency, data openness and collaborative engagement with people,
civil society and the private sector. It enables governments to draw on broader knowledge and resources, and to build the trust that underpins legitimacy in the digital age.2.6. RESILIENCE AND SUSTAINABILITY: CLOUD TECHNOLOGIES AND OPEN-SOURCE SOFTWARE
As governments rely more heavily on shared digital systems, the choices they make about how those systems are developed, hosted, maintained and updated

cloud technologies and open-source software. Both can strengthen the reliability, flexibility and long-term sustainability of digital government, The value they
create depends on the governance choices that surround them: clear rules, sustained funding, the right skills and well-defined responsibilities for maintenance

„Sprache ist zentral für Erkenntnis, Wissensvermittlung und Kreativität. Die Entwicklung von Large Language Models (LLM) wirft neue Fragen zu Kreativität und nicht vollständig nachvollziehbaren Verstehensprozessen auf. Die diesjährige Jahrestagung der DGI fragt fachübergreifend nach den sprachlich vermittelten Prozessen des Verstehens in Wissenschaft, Bildung und Vermittlung und thematisiert dabei auch die noch immer wirksame Trennung von sprachlich-kulturellen und MINT-orientierten Disziplinen. Diskutiert werden unter anderem die Rolle von Fachsprachen, interdisziplinäre Bildung, Digital Humanities sowie die Voraussetzung von Sprachkompetenz für Informationskompetenz.“

It's the idea that the the internet is not even dead and filled with bots anymore. No no, it's much worst. It's the idea that the internet renders right before your eyes.
Your search results didn't exist before you typed your search term. It's a mirage of websites pretending to already have been there. It's the internet equivalent of Last Thursdayism, but it's real and the time is measured in seconds or less. The internet you're seeing was created as you typed. The websites are being spawned into existence as you scroll your search results lower.
Think about the oddly specific articles that match your google search to the word. What are the chances someone even bothered to pre-generate an article like this? You click "more like this" on pinterest? Instead of making a request to the database of real works we will generate the results, complete with their authors and their portfolio.
You see some weird comment and try to check if it comes from a real person. Sure enough, the account was created 10 years ago and has a family, friends, likes, shares and everything an account should have. But it was all created when the website was loading. it will be wiped out of the existence at the next data migration or not, if you try to return to it before it gets wiped. You can talk to it, it will answer.
If a website beeps on the internet and no one is around to hear it, does it make a sound? No. It's only there when someone is looking at it.

@Bibliothecarmen Es hat sich wirklich gelohnt. Ich bin aus dem Vortrag bei #DIPF und #DGI viel schlauer rausgegangen, als ich reingegangen bin. Das kann ich von den Webinaren leider nicht immer behaupten.

CW: Virus Diablo
El Diablo es un virus informático desarrollado en 1993, infector de ficheros .COM y .EXE para #MSDOS, del tipo bomba de tiempo lógica.
Contó con varias cepas compiladas, la más conocida ocupaba unos 383 bytes con un mecanismo de pseudo-furtividad. Esta era una de las capaces de vectorizarse a través del sector de arranque en diskettes de 5 1/4 y 3 1/2 pulgadas, de alta y baja densidad. También era capaz de infectar el Master Boot Record del disco rígido.
Aunque la activación de las rutinas destructivas finales no se producía de forma adecuada por errores de programación, fue capaz de propagarse multitudinariamente en 1996 por medio de la distribución física de miles de copias de diskettes de 3 1/2 pulgadas y 1.44MB de los módulos del infame SITRIB, una suite de software de liquidación de impuestos que componía el Sistema Tributario de la Dirección General Impositiva.
La administración pública argentina había producido las copias a escala masiva del impuesto a los bienes personales y de la declaración jurada que acompañaba tal tramitación impositiva.
La cabeza de guerra estaba mal programada, y la más de las veces poducía un overflow en equipos 386 y superior, condición baja la cual trababa los programas del sistema monousuario monotarea (colgando por cierto el funcionamiento del sistema operativo entero). En Windows, colgaba las ventanas de 16 bits usualmente con los mismos resultados.
Contó con una versión de 374 virus de ejecución correcta dedicada a una tal "TERE" que se se desencadenaba los 3 de junio y afectaba el inicio del disco rígido los días 3 de cada mes.
