    A short, non inclusive list of the problems with it:
    - No community input in any of the processes involved in creating the annual report or privacy impact statement. This means Flock and whoever else can target members to bribe them for favorable outcomes. These materials were actually used as marketing by Flock in San Diego.
    - Little time, only 2 weeks, to review contract
    - Broad editing discretion by the city manager to put these reports together without disclosure of who editors are (which in other cities has become the vendors themselves) or financial ties between editors and vendors. The public doesn't get access to "privileged" materials, which means that they can try and make the most damning material privileged by illegitimate means to avoid it being disclosed.
    - a very long (120 days) period for exigent circumstances to allow tech to be used without a contract with broad allowances for what exigent circumstances means
    - No prohibitions of NDA agreements between vendor and city employees re this process.
    - No disclosure of financial ties between document editors and vendors.
    - Very, VERY vague discussion of penalties or enforcement mechanisms. Meaning Flock or whoever won't actually give a shit if they violate a contract.
