Final photo from #FortMcHenry shows one of a line of #canons, apparently sighting through an earthen berm at the Dali, the container ship which brought down the Baltimore bridge.
Heard tonight that they expect to float it next week, and tow it back to the port for repair.
It seemed today to have a ship with a crane working on it (or nearby?) so perhaps they’re removing some cargo to lighten it.
Wonder how the port will feel, having this ship back?

Qu’est-ce qu’une #économie de #guerre ?
L’économie de guerre, c’est se mettre en état d’avoir une partie de l’industrie de défense capable de produire plus et plus vite. Mais cela ne se fait pas en claquant des doigts car il faut que l’industrie de #défense s’organise. Il faut des #investissements sur l’outil de production notamment dans les secteurs des munitions, des missiles, une partie du secteur de l’ #armement terrestre, de l’ #artillerie et certains #blindés. Sans oublier la défense aérienne et la défense #anti-missiles…
Pourquoi Sébastien Lecornu a-t-il pris la parole maintenant ? La France n’était-elle pas déjà active en matière de production #militaire ?
Je pense que c’est en grande partie lié à un cycle de communication enclenché par Emmanuel #Macron lors du discours qui a suivi la réunion des 25 pays de l’Union #européenne sur l’ #Ukraine.
Mais tout ceci ne date pas des déclarations de Lecornu. Il ne faut pas oublier qu’Emmanuel Macron en a parlé la première fois, lors de son discours du 14 juillet 2022. Donc, il y a déjà un peu plus d’un an et demi. Et depuis le début 2023, il y a un dialogue très important, notamment entre la Direction générale de l’armement ( #DGA ) et l’industrie, sur le passage à l’économie de guerre. Cela se traduit par l’article 49 de la loi de programmation militaire adoptée pendant l’été 2023.
La réquisition d’entreprise est monnaie courante dans ce genre de contexte ?
Cela est en rapport avec la question de la façon dont la constitution des stocks s’organise. L’État peut faire des demandes à certaines entreprises par arrêté. C’est là qu’on parle de réquisitions qui sont des sortes d’obligations de services publics imposées à certaines entreprises. Elles sont exorbitantes du droit commun puisqu’il n’y a pas de relation contractuelle d’acquisition.
Un passage en économie de guerre traduit-il que les stocks de l’armée française sont vides ?
Nous avions un stock pour le temps de paix avec une #industrie d’armement était adaptée à cela. Ce stock nous en avons donné une grande partie aux Ukrainiens. Il a donc fallu le reconstituer autant pour continuer à aider les Ukrainiens que pour notre propre #armée. Si vous prenez l’exemple de la munition d’artillerie 155 mm pour les #canons #Caesar, nous sommes capables aujourd’hui de livrer 30 000 obus de ce type par an. Incessamment sous peu, nous allons doubler la quantité pour en livrer 60 000 par an avec un objectif d’arriver à 80 000 rapidement.
L’aide à l’Ukraine a pesé trop lourd sur nos stocks ?
La capacité de production est calculée par rapport à la demande. Alors évidemment qu’en aidant l’Ukraine, qui est un conflit de haute intensité, nous avons vu notre stock réduire. Pour rappel, selon l’accord de sécurité signé avec Kiev, cette aide se chiffrera à 3 milliards d’euros en 2024.
La #France serait-elle prête en cas de conflit de haute intensité ?
Nous sommes en train de développer notre outil industriel de manière à être prêt, oui. Mais pour l’instant, on ne le serait pas. Tout en l’étant beaucoup plus qu’en 2022. Du chemin a déjà été parcouru et je pense qu’en 2025 la France sera dans les clous.
Comment nous situons-nous par rapport aux autres acteurs internationaux ?
Les #Américains rencontrent les mêmes problèmes que nous sur la capacité de production dans certains secteurs. Ils doivent faire appel à des entreprises européennes. Les Russes aussi ont connu cette situation et sont actuellement en économie de guerre. Mais il faut bien comprendre que la guerre en Ukraine est le premier #conflit entraînant une telle demande de capacité de production militaire depuis la 2e Guerre mondiale.
