  1. The notion that breaking up PG&E will lower costs is illusory. Rural customers' rates would skyrocket because more urban areas in the same customer class lower the cost allocation to the rural ones. Moving to publicly owned utilities--like SF is trying to do for a few years (decades) now--still means that PG&E has to be paid fair market value for the condemned assets. While it sounds nice to break up a monopoly (which is really the wires-side of their business), it will result in some major cost allocation changes to customers.
