An ALB HTTPS listener created in the AWS console gets hybrid post-quantum TLS. Created through the API, CloudFormation, the CDK or Terraform, it gets ELBSecurityPolicy-2016-08.
Eight public Terraform pipelines now test for it with no AWS account: mocked provider, plan only, 164 assertions, 115 planted violations. Every plant turned a test red.
If ssl_policy says nothing, it says 2016.
