My worry here is that there are, albeit a very, very few, who can understand these contracts even vaguely
Give this job to the lawyers at Apple or Google and these oldies can be compelled to extract their teeth and fingernails before being kicked up the arse

The whole age care system in Australia is a hangover of the neo-liberal fixation with markets and small-government. It is intended to make profits for providers and reduce the size of the government budget.
The only real solution is to bring THE WHOLE OF IT back into government hands and to fund it appropriately.

I strongly suspect that the end point of the current approach to aged care funding is that your superannuation balance (regardless of how big or small) will be required to be transferred to the aged care operator when you access residential care.
After all, they have long hammered the point that "Super is to be spent on retirement living"
