Viktor Trehubov, spokesman for the Joint Forces Group, has said both Ukrainian troops and Russian units remain in the city of Kupiansk in Kharkiv Oblast. The Russians managed to infiltrate the city's northern districts and establish a foothold there in small groups.

Details: Trehubov said Russian troops had entered the city via several routes, including through the village of Holubivka, and had attempted to establish positions in the northern residential areas.
Quote: "After the Russians had effectively been driven out of Kupiansk once, and after they managed to create what they saw as a grey zone in Holubivka and use the pipeline, they were able to infiltrate the northern districts with a certain number of troops – several dozen, roughly – and establish positions there."
Details: Trehubov explained that Kupiansk has suffered less destruction than, for example, Vovchansk, and that its substantial buildings could be used as shelters and positions.
"Vovchansk has been reduced to rubble. But Kupiansk still has substantial buildings that can be used as shelters and launch sites. In general, there is still infrastructure there that can be put to use," he noted.
The spokesman also said that Operation Veles was aimed at completely disabling the pipeline that Russian forces had used to infiltrate the Kupiansk front covertly.
According to Trehubov, no further effective Russian infiltrations towards Kupiansk have been recorded since the operation.

Netherlands to provide Ukraine with over €1bn in non-military aid
The Dutch government is allocating €1.2 billion in non-military aid to Ukraine over the next three years. The assistance is intended to support recovery and reconstruction and to expand opportunities for Dutch businesses.

Details: The new aid package focuses on the energy and water supply sectors and business support. Sjoerd Sjoerdsma, Dutch Minister for Foreign Trade and Development Cooperation, announced the package during a visit to Kyiv on Wednesday 28 October.
"Ukraine is under heavy attack and faces a very harsh winter. It is also vital for our collective security that we continue to support Ukrainians so they can keep fighting. That is why the government is now stepping up its support," the minister said.
The Netherlands will fast-track €40 million this year for the Ukraine Energy Support Fund to urgently rebuild and repair energy infrastructure.
It is also allocating €55 million for energy equipment and materials to be supplied to Kyiv.
A further €136 million will be allocated, among other things, to the Ukraine Partnership Facility, which supports Dutch companies operating in Ukraine. Another €19.5 million will go towards insurance for businesses planning to export goods to Ukraine.
With this package, the Dutch government is specifying how the funds previously pledged for this period will be allocated: €878 million in non-military aid, plus a further €327 million announced on the day the budget was presented. A significant portion of the assistance will be channelled through the European Bank for Reconstruction and Development (EBRD), the World Bank and the European Investment Bank (EIB).

Ukraine's human rights commissioner: No incidents in Oleshky since ceasefire began 30 hours ago
Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, has said that no incidents have been reported in the temporarily occupied city of Oleshky since a ceasefire began 30 hours ago.

Details: Lubinets thanked US First Lady Melania Trump for her involvement in the humanitarian mission and assistance to civilians in Oleshky. He said her direct involvement and the coordination of efforts between the parties were important elements of the process.
The human rights commissioner also thanked her team for its support and continued communication.

Previously: On 27 October, Lubinets reported that, as of 17:30, Ukraine and Russia were fully complying with the ceasefire agreements in designated areas related to the humanitarian mission. No violations of the ceasefire by either side had been recorded at that point.

• On 23 October, the White House announced that Melania Trump had secured a ceasefire agreement between Russia and Ukraine in the temporarily occupied city of Oleshky, where a humanitarian disaster is currently unfolding.

Уполномоченный Верховной Рады по правам человека Дмитрий Лубинец сообщил, что в Олешках Херсонской области за 30 часов действия режима тишины не зафиксировали ни одного инцидента.
"Это стало возможным в том числе благодаря постоянной коммуникации между мной и уполномоченной по правам человека в РФ Яной Лантратовой. Мы остаемся на связи и координируем выполнение достигнутых договоренностей".
Также Лубинец поблагодарил первую леди США Меланию Трамп и ее команду за внимание к гуманитарной миссии и поддержку гражданского населения Олешек.
На фоне перемирия в Херсоне за минувшие сутки также не зафиксировали ни одного прилета, сообщает ОВА.
Местные паблики связывают это с возможным запретом на использование FPV-дронов за линией фронта на время прекращения огня. По их данным, такое ограничение могли ввести для украинских военных, а требование, предположительно, выдвинули США.
Судя по отсутствию ударов по Херсону, аналогичный приказ могли получить и российские войска. Однако официального подтверждения информации о запрете FPV-дронов пока нет.
