Also, when it’s pointed out that postal addresses (and even the whole concept of having one) vary wildly across the world so recognizing (let alone validating) an address would probably not be doable, I do not think “we manage to do it in California” is the strong comeback you seem to think it is.

I see there are still many people living in a fantasyland where if you write something resembling a (US) postal address on a piece of paper, that proves you are a human. 🙄

This was a prime example of how difficult it is to make changes to the rules – any change needs to pass a vote in the business meeting of two consecutive Worldcons. But to be even considered, it first needs to survive an object to consideration, a motion to postpone it indefinitely, and finally an attempt to send it to a committee.

The motion to require future #worldcon bid locations to have a passing rank on some human rights indexes got pushed to a committee, to report back next year. This means that if it eventually passess, the first time the rule would be in effect would be when selecting the site for Worldcon 2029.

The #WSFS business meeting rejected the “let’s not let any new people participate in choosing where #worldcon is held” rule change proposal in today’s meeting. 👍

So tomorrow, the main meeting will – after a few remaining items – finally get to what is (to me, anyway) the main purpose of the preliminary meeting.
#worldcon #glasgow2024 #WSFSBM -
The meeting is now adjourning until tomorrow, and will start in an executive session at 10 AM.
#worldcon #glasgow2024 #WSFSBM -
A Hugo Process study group is to be formed.
#worldcon #glasgow2024 #WSFSBM -
“Let’s wait to form a committee until we have business to push to it” would be a much more convincing argument if the opportunity to do so would not come up only once a year.
#worldcon #glasgow2024 #WSFSBM -
Some people want to spend extra time for debate about whether we want to do things that would save us time.
#worldcon #glasgow2024 #WSFSBM -
Motion to form a business meeting study group moved to tomorrow. Turns out we did not have time to discuss this in a committee.
#worldcon #glasgow2024 #WSFSBM -
Motion to recommend that Worldcons give a certain amount of money to the Mark Protection Committee for their operating costs passes, but only after an amendment that explicitly specifies that we only recommend they give the money if they have it.
#worldcon #glasgow2024 #WSFSBM -
…but at least we get to spend time on debating whether to formalize something that has last happened something like 30 years ago as a non-binding suggestion.
#worldcon #glasgow2024 #WSFSBM -
There’s no way the preliminary business meeting gets to even start choosing which items of business the regular meeting should address.
#worldcon #glasgow2024 #WSFSBM -
Isn’t it just great that on the year when the business meeting has an unprecedented amount of things to go through, people are petty enough to insist spending time debating whether a movie should get extended eligibility in the #HugoAwards?
#worldcon #glasgow2024 #WSFSBM -
The business meeting refuses to extend Hugo Award eligibility for a work, for the first time ever.
#worldcon #glasgow2024 #WSFSBM -
Someone arguing that a movie was not available because they don’t go to the movie theater or subscribe to other streaming services than Netflix… 🙄 #worldcon #glasgow2024 #WSFSBM

A suggestion by the Chair to get through Hugo eligibility extensions quickly is objected to. Because of course it is. We will now get to go into parliamentary procedure handling the possible bundling of all the items together to save time. Luckily, it passes. #worldcon #glasgow2024 #WSFSBM

People in the hallway audibly upset that THEY set aside the time to participate in the meeting, and now others not willing to do that MAY be allowed to participate in the process.

A ten minute recess. #worldcon #glasgow2024 #WSFSBM

The motion to repeal the rule that prohibits remote participation and proxy voting is close enough to go to a serpentine. The motion passes: future Worldcons can allow remote participation and proxy voting in the business meeting if they so choose.
#worldcon #glasgow2024 #WSFSBM -
Even after several tries, people are failing to read out the proposed repeal motion after a motion was made to amend it on the fly.
#worldcon #glasgow2024 #WSFSBM -
A motion to amend a motion faces the issue that the debate time is over so the meta-motion cannot be debated.
#worldcon #glasgow2024 #WSFSBM -
It’s almost 2PM, and the preliminary meeting that is supposed to decide the business that will be handled by the main meeting hasn’t gotten to starting on that yet.

A quick pause so the secretary can finish typing. I don’t envy their job; people are talking a lot, and fast.
#worldcon #glasgow2024 #WSFSBM -
Lots of debate on whether people not present in the meeting should be allowed a vote (via proxy).
Including a good point about whether in the name of preventing the meeting from doing a stupid thing you should prevent the meeting from doing anything.
#worldcon #glasgow2024 #WSFSBM -
The Chair reminds the meeting that if they applause after a comment that counts against the allotted debate time.
#worldcon #glasgow2024 #WSFSBM -
The ruling of the Chair in favor of a motion suggesting that a standing rule change is uncostitutional was just appealed, but the Chair rules that in this case you cannot appeal the Chair’s ruling.
#worldcon #glasgow2024 #WSFSBM -
The meeting is now taking on new business to debate an amendment to the rules that would disallow taking on new business.
#worldcon #glasgow2024 #WSFSBM -
Next item immediately gets challenged on constitutional grounds. Head table taking a moment to try and sort it out.
