It's common to have cleaning done by the 28th.
Because the number '9' was considered inauspicious for many people (く/きゅう are homonyms for 'suffering', 'trouble', 'agony' and 'crisis'), the 29th on the whole was avoided...thus it made sense to wrap things up by the 28th.
