Ukrainian sources claim that the attack on the Novolipetsk Metallurgical Plant was organized by the Security Service of Ukraine and the Main Intelligence Directorate. The drones targeted installations for cooling untreated coke gas. The plant is owned by a close associate of Putin, oligarch Vladimir Lisin.
