"What reporters have found is that child protective services agencies investigate the home lives of roughly 3.5 million American children each year, opening refrigerators and closets and searching kids’ bodies in almost every case. Yet they determine there was physical or sexual abuse in only about 5% of these investigations. And while Phoenix is an outlier, the racial disproportionality of this system is a national problem."
