that photo is of one i got today off of Buy Nothing. i use a fair amount of tape sometimes so wanted to try one, see how it feels.
needs a little cleaning, but it's in real nice condition and the tape cutter is nice and sharp. and it also needs new rubber pads on the bottom, the old ones have got hard and so it's gonna slip, even being heavy.
i started peeling one of the pads off and noticed there were holes underneath. factory holes, specifically. so i turned it to get a better look
and out comes

so apparently the HEAVY comes from all the SAND inside
(this is at least sand we have not given anxiety)

somewhere along they switched to plastic, but stayed heavy. this is important because otherwise they slide around when you try to dispense tape and that's annoying. you want it to stay in place, and rubber feet aren't enough. they need weight.
these plastic ones aren't as heavy as the metal ones, but they still have some weight.
