That's actually not true, or at least, it is a far cry from what either the artist or producer wants.
I first started seeing this banner again a few weeks back, and discovered that it actually affects thousands of top platinum artists and producers (podcasts too) due to a contract dispute between Google and, IIRC, the performance rights society #SESAC.
It doesn't affect any #BMI artists (such as myself) or those signed with #ASCAP however, which is the lions share of royalty collecting agencies.
I actually kinda figured this would have been resolved by now but I guess not.
Still, it's very misleading because of the inference that it's the creator who made this decision, when that's only true when you consider that it's by virtue of them having signed with a performance rights rep that isn't buying Google's predatory bullshit.
On another note, I've been advised by legal reps on a few occasions to supercede the only two licenses that Google affords any uploader by physically placing my own title board at the beginning of any videos with my preferred CC-BY-SA /NC /ND/Etc., Creative Commons License if that's what I so choose for any artistic works that I create and upload to the Google.
Google's motto? Do EVIL

I'm teaching a history of rock and roll class, and between last week when I made one of the listening lists and today in class, the Bob Dylan tracks had already disappeared from YouTube due to the SESAC disputes
We had other places to listen to them, so it wasn't an issue, and I'm definitely happy for the artists, but it really reminds me how impermanent the internet is

SESAC (Society of European Stage Authors and Composers) “...currently licenses the public performance of more than 1.5 million songs on behalf of its 15,000+ affiliated songwriters, composers, and music publishers.”
In 2017, it was acquired by the private equity firm Blackstone.
