#WinWorldPC has Varsity Scripsit -- #Tandy #Scripsit for dos. Haven't tried it yet but from the docs it's much more a PC app than a classic Scripsit (vi + roff clone)
One interesting thing is that it has an option to specify use video BIOS calls, so it should be portable to any msdos machine. It also has specific pc, tandy 2000, and Tandy 1000 video options.
Also a very configurable printer system, though it doesn't extend to postscript. 😞
