This was not an easy challenge for the gunner specialisation. You can try:-
1. Use oxidiser for 5 shots
2. Swap to sniper turret/decoy and ballistic shield

Using the sniper turret as a decoy, you can pick out his 5 armoured gears (1x helm, 2x shoulders, 2x knees). Use a pistol or a very accurate rifle. I used police MK17. I am running a full skill build.
