John Cunningham, moderator of the Church of Scotland, describes Covenant theology. He says that the wretchedness or guilt of our neighbor should not repel us, but draw us to alleviate sufferings, and give direction or assistance of whatever nature is needed.

Today, the possibility of wretchedness (body or spirit) existing among a class of persons is deemed reason for the state to keep them away.
