Microsoft took the Power Apps maker portal code and shipped it as an AI plugin to teach agents how to create model-driven apps. In the scripts folder, there's a ~600kb minified bundle of the actual designer engine (cds-maker-sdk.cjs).
That's what it takes to teach AI how to "low-code", I guess. In my first test, Claude Code did manage to create a net new app pretty well. If it works, why bother building brand new APIs.
