Well, I have to eat my words. Following some toots on party leaders elections and hopeful PM, I stated that having a PM in the Upper House isn’t Constitutional. As it turns out, I was wrong.
Section 64 of the Commonwealth Constitution allows a PM to be selected from either Houses of Parliament. It is solely a matter of convention and practicality that a PM normally sites in the Lower House of Parliament. Though this has not always been the case either at the Federal or State Parliaments.
