Rules Depending on the specific community within the State of Maine, the administration may be of a city, a town, or a plantation. Though not necessarily concurrent with the standards of the community, cities and larger towns tend to follow statewide standards, with many larger communities following the Department of Environmental Protection town rules and the plantations and unincorporated areas following the Chapter 27 rules for unorganized territories.
