The best boss I ever had ended up apologizing to me during one yearly evaluation for putting me in for a bonus.
Her evaluations were about the work and other contributions to the workspace, and ended up with a good talk about things coming up in the future to be aware of.
She always finished with goals for development and improvement ... but apparently you couldn't receive a perfect score if you had things to improve on.
And you couldn't receive the bonus without a perfect score.The "compromise" was for me to be re-evaluated in 4 months and THEN get my perfect score and bonus.
My boss laid her head down on her desk after explaining this to me.
And I quit getting documented suggestions of things to work on.
