It is exceedingly interesting to watch leaders of super-centralised systems institute People's Council-style formations - outside formal parliamentary structures - with winks to some historical roots - in order to apparently provide feedback channels and appear responsive.
Latest example: #Kyrgyzstan with #Japarov's latest convocation of #Kurlutai - a convention previously used by populist presidents to no effect at all.
