I'm aware you are aware, but for completeness sake: Even in the 1990s, the bar was ethnic violence and massacres. And even then, it was often not acted on. #KFOR and #INTERFET were the exceptions.
With Syria, Nagorno-Karabakh, El Fasher and Gaza, we just had violence against civilian populations on a massive scale. And didn't intervene.
