Andereas Hesse von der ILA hat hier vorgestern einen interessanten und differenzierten Beitrag über die politische Lage in Kuba veröffentlicht. Seit jahren kämpft Kuba um seine Existenz. Dieses Land hat eine sozialistische Vergangenheit, ja, aber die Zeiten sind vorbei – seit dem Zusammenbruch des “realen Sozialismus” 1990 hat sich vieles in Kuba geändert. Die dogmatischen Zeiten der KP sind vorbei, Fidel Castro ist tot und schon sein Bruder hat versucht, das Land in eine gerechte, eher sozialdemokratische als sozialistische Zukunft zu führen. Raoul Castro war als Person das für Kuba, was das “Godesberger Programm” für die SPD bedeutete.
Was treibt eine Weltmacht wie die USA eigentlich dazu, ein winziges Entwicklungsland vor ihrer Haustür und am Rande der Existenz mit Embargo und politischen Drohungen zu überziehen und die bitterarme Bevölkerung durch immer neue Schikanen jahrzehntelang zu drangsalieren?
Kuba ist symbolischer Stachel im kapitalistisch-imperialistischen Fleisch der USA
Deshalb hat eine engstirnige, ideologisch verblendete US-Regierung nach der anderen das Embargo Kubas – inhuman und unwirksam – über Jahrzehnte hinweg fortgesetzt, Auch ein Präsident Obama. Was sie nicht daran hinderte, den menschenrechtsverletzenden und rechtsfreien Raum des US-Stützpunktes Guantanamo zu nutzen, um Menschen ohne jedes Urteil festzuhalten, zu inhaftieren und gar zu foltern. Donald Trump hat die Situation noch weiter verschärft und droht nun mit gewaltsamer Übernahme des Landes, das trotz Isolation und bitterer Armut partiell über bessere Bildungschancen und ein sozialeres Gesundheitssystem als manche Staaten der USA verfügt, und erstaunlich viel Ingenieurskunst hervorbringt. Das Land hatte vor 20 Jahren noch 200 Kampfjets und Hesse berichtet wörtlich, dass nur kubanische Ingenieurskunst dafür sorgt, dass überhaupt noch die eine oder andere Maschine bisweilen starten kann. Mein Freund Joachim Riess, ehemaliger Datenschutzbeauftragter des Daimler-Konzerns, berichtete nach seiner Kuba-Reise, dass die alten US-Straßenkreuzer der 50er und 60er Jahre, die man aus dem Stadtbild kennt, inzwischen mit zumeist europäischen (Diesel-)Motoren von VW, Mercedes oder BMW, Fiat oder Renault laufen. Das brachte mich auf eine wirtschaftliche Idee.
Kuba in der EU – ein Reiseziel, Eldorado der Ingenieurskunst und soziales Modell
Wenige Menschen wissen heute noch, dass es umfangreiche Verträge zu Freundschaft, Handel und Wirtschaftsaustausch zwischen der DDR und Kuba gab. So gab es in jeder Kneipe und im Supermarkt der DDR “Saft” – Ananassaft in Dosen – der natürlich aus Kuba kam. Die Liefervereinbarungen sind Bestandteil des Einigungsvertrages gewesen. Kuba ist als Reiseziel nicht besser oder schlechter, als andere karibische Inseln wie St.Lucia, Barbados oder Jamaica. Aber Kuba braucht Entwicklungshilfe und Solidarität. Denn seit der Kuba-Krise 1962 ist dieses Land weit weg von emanzipierter Selbstbestimmung geblieben. Es wurde im kalten Krieg buchstäblich zerrieben. Kuba hat ein Recht auf eine demokratische Zukunft, aber die ist unter Trump und einer Fremdherrschaft durch korrupte Exilkubaner, die Trump errichten möchte, ein Unding. Deshalb schlage ich vor, dass die EU Kuba die Mitgliedschaft unter den üblichen demokratischen Grundvoraussentzungen nebst einem besonderen, auf die Verhältnisse abgestimmten Beitrittsprozess, der spezifische Meilensteine zu erfüllender Bedingungen enthält, als vertraglich zu vereinbarenden Prozess unterbreitet und mit Hilfsgeldern flankiert.
Völkerrechtlich verbindlicher Vertrag zum Schutz beider Seiten und der Bürgerrechte
Narürlich müssten die Achtung der Menschenrechte, der demokratischen Regeln der EU, Gewaltenteilung und ihrer gemeinschaftlichen sozialen Mindeststandards festgeschrieben und in einem schrittweisen, definierten Entwicklungsprozesses verbindlich vereinbart werden. Dazu gehört neben der Verpflichtung zur Durchführung freier und gleicher demokratischer Wahlen die Garantie der Unabbhängigkeit der Gerichte und der Aufbau einer demokratischen, die Gesetze achtenden und einhaltenden Verfassung und Verwaltung. All dies könnte in einem Beitrittsvertrag Schritt für Schritt vorgeschrieben werden und würden im Falle der Nichterfüllung nichtig werden und die mit der EU-Mitgliedschaft verbundenen Verpflichtungen und Schutzmechanismen aufheben. Ebenso wie die Ukraine, die, wenn wir uns ehrlich machen, noch lange nicht die strengen Kritierien der EU erfüllt, bräuchte Kuba eine angemessene Übergangszeit, um die EU-Beitrittskriterien nach und nach zu erfüllen. Es ist dringend geboten und grechtfertigt, angemessende, auszuhandelndene Fristen zu gewähren.
Nicht nur ein Gag, ernsthafte Überlegung wert
Natürlich entspringt dieser Vorschlag im wahrsten Sinne des Wortes einer Schnapsidee. Aber ist die wirklich so abwegig? Das Probleme der politischen Gegenwart und der Machtverhältnisse ist doch, dass – geht es nach Donals Trump – scheinbar das Recht des Stärkeren zum anerkannten Mittel internationaler Politik werden und die regelbasierte Nachkriegsordnung mit UNO, internationalen Verträgen und Sicherheitsmechanismen wie die KSZE ablösen soll. Dem müssen die EU und die restliche Welt dringend entgegentreten und diplomatische Fakten schaffen. Schon der Status als Beitrittskandidat zur erweiterten EU würde den US-Präsidenten zeigen, dass es eine Antwort auf seine imperialistischen und gewaltsamen Grönland-Überfallpläne gibt, mit der die EU friedlich, aber adäquat antworten könnte. Den Angsthasen um NATO und US-Atomschirm sei geantwortet, dass sie genauer hinsehen sollten. Die nukleare Verteidigungsgarantie der USA gegenüber Russland ist angesichts der Charakterverwandtschaft von Trump und Putin längst illusionäre Vergangenheit. Was wundert es da,, dass auch Kanada längst mit einem EU-Beitritt liebäugelt.

An @NPR story from 2011 has become very relevant again in 2026: #MarcoRubio had said that his parents “fled #Cuba *after* the Communist revolution, intending to return.” That was what #MassMedia were, and still are, too timid to call a LIE.
His parents did flee Cuba, but *before* #FidelCastro and the Revolutionary Army unseated the #UnitedStates puppet dictator #FulgencioBatista.
