EMT #scissors are readily available from many places and are hard for "law enforcement" to portray as weapons. They can be used to cut bindings while minimizing danger to skin. Things like... or zip ties or such, if someone got tangled up in zip ties or something like that. There's a lot of #ice out there, and people get into all kinds of tangles these cold days
