On the UK #electoralRegister #dataBreach, under the Representation of the People (E&W) (Amendment) Regulations 2002, reg 106, full (relevant subsets) of the electoral registers are provided to parties, campaigns, candidates, incl independents lacking IT infrastructure and #security capacity.
Even if the #ElectoralCommission had safeguards, our system is leaky by design. #Elections #cybersecurity

But it also seems the State continues to act in ignorance of the Bara decision of the CJEU and the transparency principle under #GDPR. A change like this needs LOTS of comms and informing of people or it will disenfranchise people, potentially impacting on Article 39 / Article 40 rights under Charter. #DataProtection #ElectoralRegister #GDPR
