I can’t pretend to understand the intricacies of the situation which seems very complex but I know the word ‘gerrymander’ & we don’t have them in my country Australia any more. Instead we have an independent body, the Australian Electoral Commission (AEC) which redraws electoral boundaries based on population numbers:
“A federal redistribution reviews the boundaries and names of federal electorates in Australia to ensure each electorate has roughly the same number of voters.”

The AEC also employs huge amounts of people at each election which I believe is a valuable civic education in its own right. Anyone can apply.

Each state also has an electoral commission that does similar for state level elections.
