As Alex Vitale and Alec Karakatsanis and others have argued, the only answer is fewer police.

The way to do that is to fund instead the things people need--housing, food, healthcare, schools, public transit, and so on.

(As the Inquest article argues, "For too long, the question has been how to make police officers better. But the evidence has long suggested that the most effective way to reduce the harms of policing is not to perfect police encounters, but to prevent them in the first place. Restrictions on pretext stops are a strong step in that direction.")
