This is the kind of exquisitely intricate and highly crafted policy-relevant research offering low-hanging analytic fruit that makes me want to weep, thinking in terms of what might survive the legislative process leading to actual policy in law & regulation.
Slightly facetiously, a bit like dropping a Swiss watch into a rock-crusher and then hoping to read the time of day at the exit conveyor belt.
