There were changes for the better in the Vietnam War in 1968 (shortly before I arrived there):
"General William Westmoreland was replaced by General Creighton Abrams (this was good: it helps when the top military leader is smart and honest), population security rather than enemy body counts became the measure of merit, #ClearAndHold territory replaced #SearchAndDestroy, and building up the South Vietnamese army became the top priority."
The war ended when Congress cut off money for this war.
