The Azure VPN Gateway basic SKU is by far the cheapest option (€24.34 vs €128.44 for VpnGw1 as next option) and is therefore my go-to SKU for labs and testing.
Unfortunately, it has been hidden from the azure portal and can only be deployed through CLI, PowerShell, ARM or Bicep.
