Best way to transfer, yes, Western Union. AFAIK, they're the only ones that is easy to setup and have a cheaper currency conversion rate. If bank, you'll have to contact their support via Twitter so they can give you their SWIFT code and other necessary information for international wire transfers. Don't rely on what's listed on third-party websites, those are not updated (like for BPI, they consolidated all their SWIFT codes a few years ago).

There are also transfers through Coins.ph. But, personally, wait until they offer #XLM (Steller) and #XRP (Ripple) so you get a good rate.
