"Windy Day" features a meal al fresco; do those eating and their food and drink have to be on the ground for the meal to count as a picnic?

Well freaking GOOD LUCK day for me, the neighbor’s dead oak just fell about 8 inches from my back door. A few scratches on the house paint, dent in gutter and bent heater cap but otherwise unscathed!
