Henry Holiday integrated three elements from that 1674 print into his illustration (1876). "Liberty" became "Hope" and "Religion" became "Care" (https://snrk.de/page_eagle-and-star/).

In the Amsterdam Rijksmuseum the object number is RP-P-OB-82.399.
But Henry Holiday might have seen a similar print in the British Museum (now BM Satires 1047, reg.no.: 1868,0808.3286).
