Not so much a no win situation as a failure to plan and implement the plan situation.Certainly there would have been an evacuation plan. And almost everyone would have had to evacuate at some time of their lives, and know what to do. Using the ‘panic’ excuse is lazy emergency management.
People rarely panic in emergencies. They do however act on information they receive and when that information is incorrect, not credible, poorly delivered or unclear they act in unanticipated ways. This is not the fault of the crowd it is the fault of the emergency managers.

Barrister Zarah Burgess called it "a somewhat Orwellian notion of potential future crime” that “sparked an era of troubling policing of peaceful climate protest.”
