The world is changing at an incredible pace, yet only the EU—and Germany in particular—seem oblivious to it.

Last weekend, the World AI Conference (WAIC) took place in Shanghai. A remarkable sign of how seriously China is taking this development was the fact that Chinese President { 最高领导人 } Xi Jinping personally delivered the opening address. (You can read it here https://mattsheehan.substack.com/p/xi-jinpings-big-ai-speech-annotated ) In his speech, he outlined four principles that anyone who wants to help shape the future should be aware of. Unlike Western politicians, who are known to let themselves get carried away (Trump is just one extreme example), politicians in China (and, incidentally, in Russia as well) choose their words carefully. Everything has a deeper meaning, and if one is willing to listen closely, one need not be surprised by what the world can expect next.

Particular attention was paid to how China positions itself regarding open source and the resulting risks and synergies. Already in the first principle, the “Principle of Openness,” Xi made the following remarkable statement: “We should seize this rare, historic opportunity to promote open source.” I couldn’t have put it better myself.
As we all know by now (https://undeadnetwork.de/bookstack/books/radical-enlightenment-a-world-of-open-sources-translation), open source is a source of enormous innovative power and drives the democratization of high technology. It is impressive—and more than worthy of support—that China recognizes, utilizes, and promotes this. This is no empty talk. This is evidenced by the founding of the World Artificial Intelligence Cooperation Organization (WAICO). Its goal is to democratize AI technology and, above all, make it available to the so-called “Global South.”

The initial signatories are the BRICS countries (surprisingly without India), led by Russia, as well as the Arab League and the African Union. There are 29 initial signatory countries. Notably absent are the EU, the UK, and the U.S.
That was certainly not China’s idea. Chinese scientists, for example, were heavily represented at the EU AI Summit a few years ago on the same topic. Their outstretched hand was, as always and as unbearably as ever, brushed aside with words to the effect of, “Don’t come begging—Europeans are simply better.” Aside from the pathetic nature and arrogance of such late-colonial statements, they are simply wrong—they couldn’t be more wrong.

At the same time, China’s—or rather, Moonshots’—new Frontier AI model, Kimi K3, was unveiled with the promise that it will be released as open source (and yes, dear racists, also “open weight”) on July 27. It’s hard to predict what this will mean. Because if that happens, it will be possible to run a full-fledged model locally on an AI computer costing around $100,000. That might be unaffordable for an individual, but for a government? A company or a university? No problem.
It’s also important to realize that we’re not talking about Deepseek or Gwen 3.5 here, but rather an agent-based Frontier model. The U.S. tech bros are right about one thing: whoever doesn’t use this will be left behind. Only it won’t be the U.S. models. The AI race is lost for the U.S. for the time being. Even Uzbekistan, a signatory to WAICO, has overtaken Silicon Valley.

We shouldn’t take any schadenfreude in this. But hanging out in the U.S. tech bro forums has been a real blast ever since Kimi K3. Keep it up!

Die Welt ändert sich in unglaublicher Geschwindigkeit, nur die EU und vor allem Deutschland scheinen das nicht mitzubekommen.

Letztes Wochenende war die World AI Conference (WAIC) in Shanghai. Bemerkenswert, und ein Zeichen wie ernst China diese Entwicklung nimmt, war die Tatsache, dass der chinesische Staatspräsident { 最高领导人 } Xi Jinping persönlich die Eröffnungsrede hielt. (nachzulesen hier https://mattsheehan.substack.com/p/xi-jinpings-big-ai-speech-annotated ) und dabei 4 Grundsätze formulierte, die jeder, der die Zukunft mitgestalten will, kennen sollte. Anders als westliche Politiker, die sich bekanntlich gern hinreißen lassen (Trump ist da nur ein extremes Beispiel), wählen die Politiker in China (und übrigens auch in Russland) ihre Worte sorgfältig. Alles hat eine tiefere Bedeutung, und ist man gewillt, genau zuzuhören, braucht man auch nicht überrascht zu sein, was dann auf die Welt zukommt.

Mit besonders großem Interesse wurde besonders beobachtet, wie sich China zu Open Source und den daraus resultierenden Risiken und Synergien positioniert. bereits im ersten Grundsatz, dem „Grundsatz der Offenheit" sag Xi folgenden bemerkenswerten Satz " Wir sollten diese seltene, historische Chance nutzen, um Open Source zu fördern.". Ich hätte es nicht schöner sagen können.

Wie wir inzwischen alle wissen (https://undeadnetwork.de/bookstack/books/radical-enlightenment-a-world-of-open-sources-translation), geht von Open Source enorme Innovationskraft und eine Demokratisierung der Hochtechnologie aus. Es ist beeindruckend und mehr als unterstützenswert, dass China das erkennt, benutzt und fördert. Dass das kein leeres Gerede ist. Beweist die Gründung der World Artificial Intelligence Cooperation Organization (WAICO). Diese soll die AI technologie demokratisieren und vor allem dem sog. „globalen Süden“ zur Verfügung stellen. Erstunterzeichner sind die BRICS-Staaten (erstaunlicherweise ohne Indien), allen voran Russland, sowie die arabische und afrikanische Liga. Erstunterzeichner sind 29 Länder. Wer klar fehlt, ist die EU, England und die USA.

Das war sicherlich nicht Chinas Idee. Chinesische Wissenschaftler waren etwa massiv vertreten auf dem EU-AI-Gipfel vor ein paar Jahren zum selben Thema. Ihre offene Hand wurde da, wie immer und wie unerträglich, weggeschlagen, mit den sinngemäßen Worten „Sie sollen mal nicht betteln, Europäer sind einfach besser". Mal abgesehen von der Jämmerlichkeit und Arroganz solcher spätkolonialer Aussagen, sind die schlicht falsch, falscher könnten die nicht sein.

Gleichzeitig wurde Chinas bzw. Moonshots neues Frontier-KI-Modell Kimi K3 vorgestellt mit dem Versprechen, dass am 27.07. Open Source (und ja, liebe Rassisten, auch Open Weight) zustellen. Was das bedeutet, ist kaum abzusehen. Denn wenn das passiert, wird es möglich sein, auf einem KI Rechner für um die 100.000 Dollar ein vollwertiges Modell lokal laufen zu lassen. Das ist vielleicht für eine Privatperson unerschwinglich, aber für einen Staat? Eine Firma oder Uni? Kein Problem.

Man sollte sich auch klar machen, dass es sich hier nicht um Deepseek oder Gwen 3.5 handelt, sondern um ein agentisches Frontier-Modell. Die US-Techbros haben in einem Punkt recht: Wer das nicht nutzt, wird abgehängt werden. Nur werden es nicht die US-Modelle sein. Der AI-Race ist vorläufig für die USA verloren. Selbst Usbekistan, Mitunterzeicher von WAICO, ist an Silicon Valley vorbeigezogen.

Man soll ja keine Schadenfreude haben. Aber sich in den US-TechBro-Foren zu bewegen, macht seit Kimi K3 echt Laune. Weitermachen!
