But many states, like Oregon, were suing to prevent changes from happening. They didn't do anything to follow the executive order.

Oops, the table has an error -- they forgot to label Oregon as an all-mail voting state.
Here's the note they added for all the other all-mail voting states:
"All-mail voting state. Every registered voter is automatically mailed a ballot."

"One-third of the electorate, or 47 million people, cast their ballots by mail in 2024."
I don't know if that one-third includes folks who got a ballot in the mail but took the completed ballot to a drop box. That's my usual practice.
