When providing copy for short instructions, is Sentence case or Title Case best for accessibility?

Eg when there is a box into which you need to put your phone number

Phone Number
OR
Phone number

What about for longer titles?

Setup Secure Access To Your Account
OR
Setup secure access to your account

I've gone some research and can't find anything clear cut

Never thought about trying to alt text abstract glitch art before....I feel like theres only so much I can describe without having it be representative of things I never thought about to use as descriptions lol
