In his 2003 retrospective film The Mindscape of Alan Moore, Moore said he wrote it to issue a literary warning to the people of Britain about the dangers of mass surveillance. Instead, he said, successive governments practically used it as a reference guide for how to ramp up authoritarian practices, and especially passive spying on their citizens.
