If the problem that restricting the opening of vape shops is suppose to solve is that some vape shops are involved in organised crime, then it's a terrible idea.
First, it penalises the majority of legitimate vape shops. Collective punishment is never a good idea.
And second, it's not going to stop organised crime networks operating high street shops. If they can't open vape shops, they'll open haberdashers or stationery shops or something instead.
Maybe a better solution would be to fund the police better so that they can effectively tackle organised criminals.

So the 20% business rates cut for pubs is going to be funded by taking money from "businesses that do not make a positive contribution to local communities, such as vape shops".
WTAF?
Smoking is the most dangerous thing that normal people do. Most smokers know that, but nicotine is highly addictive, so just stopping is one hell of a lot harder than it sounds.
Vape shops provide a vastly safer way for smokers to feed their nicotine addiction. And safer for the rest of us too if we're not having smoke blown in our faces.
How on earth is that not making a positive contribution?
Or could it be that many vape shops are run by immigrants and Burnham thinks this policy will play well with racist voters?
