As I gather it, new sanctions are coming into force today that will prevent the purchase of Russian oil products from third countries (India). To ease the shock of introduction, a temporary phase in period allows certain products to still be bought for a brief period.
That's it.
Massive communications fuck up/effective Tory politicking. Plus, idk, I would've not allowed the phase in period anyway and accepted the disruption.
