I'm building 3d printable #uilleannpipes. Right now I have the chanter, chanter cap, stocks, and blowpipe. If you can supply a bag, bellows, and reed, I can supply the rest. This will save you maybe $400 on a practice set.
I'm about a year away from having a complete set: I still need to make the parts for the bellows, and then design sewing patterns for the bag and the bellows.
Hope is on the way, in other words. Stick with the whistle as you building your repertoire: the pipes are cantankerous, and learning tunes at the same time you learn the pipes is just going to max out the difficulty.
For what it's worth, I play a $180 MK Kelpie Low D, and a $20 Clarke "high" D. I have a $200 McNeela Wild that's a fine instrument, but it's not 10× better than the Clarke, and I wind up playing the Clarke more because it feels less snooty.
So stick with it (OAIM is excellent), learn a bunch of tunes, see if you can find a local learner's session or slow session, learn more tunes, pick up some ornamentation, learn more tunes, and at that point I might have a $60 Uilleann Pipe set for you :)

I've been enjoying learning the Irish Whistle / Tin Whistle. Bought a very inexpensive $15 USD whistle and been tooling on it for a couple of months learning off of free youtube videos.
I suck at it but I really enjoy it and want to continue learning.
So since I'm sticking with it, I figure I ought to take some lessons. Gonna sign up with https://oaim.ie .
Also looking at getting an "expensive" tin whistle. Looking at some between $150 to $250 USD for a single high D whistle.
As an aside, I really have enjoyed listening to the Uilleann Pipes and looked into how much a cheap set would cost...
...nope. Gonna stick with my penny whistle. 😅 (at least for now 😝)

This guy "animatorgeek" has already designed a 3D printable reed body AND A 3D PRINTABLE REED. I just printed it and the thing works great. Amazing. I was blocked on figuring this out, and somebody else has already done the work for me!
I was particularly impressed with the .3mf file set up to print the reed with a 0.05mm layer height, rectilinear aligned with the length of the reed. One of the problems with synthetic reeds has been that they need to be rigid in the length of the reed but somewhat flexible across the width. Grass (bamboo) cane does this with vascular bundles that run up and down the plant. Smooth styrene sheeting makes this problematic. But 3d printing actually allows you to lay each layer down as strips running up the length of the reed, which is *perfect*.

I've been trying to reproduce the drones on my David Daye #UilleannPipes budget drones set. Tuning caps were no problem, next up is the piece that the reed goes onto.
Getting the reed right has proven pretty challenging! Here's the best I've gotten so far: it sounds about like David's version, but once I put it in the tuner, it won't sound.
I thought this video of it was funny, and I hope you do too.

Here are my bagpipes. It took a long time to stage this shot: I hope everybody appreciates it.
These were made by David Daye, largely out of plumbing equipment. I mean, they are pipes, after all. I think they look awesome: a minimalist design, keeping with traditional "use what you have available" approaches to folk instrument making.
Daye is one of these boomers with a massive loosely-structured web site, freely sharing detailed technical information. Other folks in this vein include Sheldon Brown, and Terry McGee.

I take #uilleannPipes lessons via Zoom. Sure, in-person would be better, but I get to record the whole thing, rewatch it, and extract insights. I can be really present instead of taking notes. I estimate that I get 40% more out of my lessons thanks to Zoom.
I love taking lessons. Being in the presence of a great musician and witnessing how great music is made is exhilarating and humbling at the same time. I am so energized after a lesson!

The uilleann pipes is a very highly developed type of bagpipe. Originating in the early 1700s, it developed through the 1800s in Ireland, and within Irish communities abroad, to become the modern instrument.
