I don't quite see how the process is going to be "delicate" in this case - the existing systems have no credibility at all (even faking COVID-19 data), and the de jure government is trying to build up credibility in exile with essentially no direct control over the existing Belarusian bureaucracy.

Transition of the security services from #Lukashenko to #Tsikhanouskaya / United Transitional Cabinet is more likely to be rough (like #Maidan in #Ukraine) than delicate.

Your interpretation seems to be that almost everybody who sent their vote to Golos voted for Tsikhanouskaya, so she must have got at least 20% of the vote.

This is a reasonable guess. It's unlikely that equally many Łukaszenko and Tsikhanouskaya supporters submitted photos to Golos.
