You might be surprised to know that one does not have the right to speak with an attorney prior to answering this question (in many jurisdictions), and insistence on speaking with one constitutes a refusal to submit which imposes the civil consequences.

We drill into people's heads that they should request to speak to an attorney and refuse to answer questions if detained by law enforcement, and yet one of the most common interactions (OWI/Drunk Driving investigations) often involves a question from officers without that right and that carries significant civil and evidentiary consequences:
"Will you submit to an evidentiary chemical test for intoxication?"

While the default right-of-way rule for vehicles under Wis. Stat. 346.18(1) could plausibly cover airplanes, the WI Supreme Court did not believe the Legislature intended it to do so and the Court was unsure how some terms like “intersection” would apply to air highways.

That "Green Tongue" was ever thought to be a factor of marijuana use is one thing, but to see it persisting in actual investigations in 2019 is law enforcement malpractice.
It seems to be that this is a widespread problem with law enforcement being taught to look for a "green film" in their investigations by organizations that provide trainings.

Reckless Drivers Beware: it just got a lot more expensive to drive haphazardly in #Wisconsin.
The base forfeiture was doubled and now comes with an extra $485.00 in driver improvement and safe ride surcharges.
A formerly $313 citation will now likely come in closer to $1,050 for a first offense once all fees and costs are included.
