Vietnam avanza hacia un modelo chino de poder con To Lam como jefe del Estado: ¿Qué esperar de su mandato?

Bangkok.- En Vietnam, el liderazgo del Estado y del gobernante Partido Comunista quedaron este martes concentrados en una única figura, la de To Lam, lo que acerca al país del Sudeste Asiático a un modelo de poder similar al de la vecina China, con un mando más concentrado y un liderazgo personalista.

To Lam reforzó hoy el poder que ya aunaba como secretario general del Partido Comunista de Vietnam (PCV) -el cargo de mayor autoridad en el país unipartidista, en sus manos desde agosto de 2024-, después de que la Asamblea General (Parlamento vietnamita) aprobara por unanimidad su nombramiento como nuevo jefe del Estado, una responsabilidad más simbólica.

Claves sobre lo que cabe esperar del mandato como presidente del líder comunista, que tildó de «desafiante» ante el Parlamento el momento que atraviesa el orden mundial:

Concentración de poder

El sistema vietnamita se sostiene en cuatro pilares diferenciados: secretario general del partido, jefe del Estado, primer ministro y presidente de la Asamblea Nacional, normalmente ocupados por figuras distintas.

Desde este martes, To Lam ocupa simultáneamente dos de los cuatro resortes del poder, a imagen y semejanza de China, donde Xi Jinping se erige como secretario general del Partido Comunista Chino (PCCh), presidente del país y jefe de las Fuerzas Armadas.

El mando del Ejército en Vietnam se concentra formalmente, en cambio, entre la jefatura del Estado y el partido, si bien es la formación la que en la práctica ejerce el control efectivo.

En mayo de 2024, To Lam ya solapó ambos cargos, aunque poco más de dos meses y como parte de un acuerdo ‘ad hoc’. Esta vez se trata de un mandato oficial que «transforma» el liderazgo, dotándolo de un «estilo autoritario», señaló este martes a EFE Le Hong Hiep, investigador sénior en Estudios de Vietnam y Estudios Estratégicos y Políticos del Instituto Yusof Ishak (ISEAS).

Desaceleración atribuida a la guerra

Las implicaciones de este cambio para el crecimiento de Vietnam, una de las economías más dinámicas de Asia, dependerán de si To Lam ejerce su poder «con prudencia» o extralimita su amplio mando, aseguró Hiep.

El producto interior bruto (PIB) de Vietnam creció un 7,83 % en el primer trimestre de 2026, anunció el sábado el Gobierno, que advirtió del impacto de la guerra de Estados Unidos e Israel contra Irán en la economía vietnamita. La cifra supone una desaceleración respecto al ritmo de crecimiento del último cuarto de 2025 (8,46 %).

Vietnam, cuyo principal socio comercial es China, se ha marcado como meta para este año un crecimiento del 10 %, objetivo que podría verse cercenado por su elevada dependencia del combustible del golfo Pérsico, de donde procede más del 80 % del petróleo importado por la nación y que ahora fluye con restricciones por el estrecho de Ormuz.

Sin embargo, Jubin Alphonse, analista de investigación de Economist Intelligence Unit (EIU), considera que el amplio poder de To Lam dará a Vietnam «una alta estabilidad política, continuidad en las políticas favorables a las empresas y un sólido crecimiento a medio plazo».

Mano férrea contra la disidencia

Mientras, Le Hong Hiep advirtió que si To Lam «abusa de su poder para su propio beneficio y el de sus seguidores, podría socavar las perspectivas económicas de Vietnam e incluso amenazar la supervivencia del régimen».

La trayectoria política del líder comunista, quien encabezó entre 2016 y 2024 el ministerio de Seguridad Pública, ha estado marcada por la mano férrea contra la disidencia. Durante su periodo al frente de la cartera, decenas de activistas, periodistas y civiles fueron arrestados y condenados por supuestamente difundir propaganda en contra del Estado.

Otra seña del poder de To Lam es la lucha contra la corrupción. Alphonse subraya que uno de los factores que determinarán el éxito del vietnamita es si la aplicación de la ley anticorrupción se vuelve «más normativa y predecible» o si, por el contrario, «sigue frenando la toma de decisiones a nivel burocrático». –sn–
